While it has been long expected by those watching Superfund developments here, last week’s announcement by the EPA that it is proposing to waive state water-quality standards for creeks in Butte Priority Soils is disheartening.

So much depends, as William Carlos Williams would say, on the retention ponds planned for the Butte Hill. While they take up most of the narrow area where the Upper Silver Bow Creek would otherwise flow, we need them for storm water control, we have been told repeatedly. They are the only practicable solution.

Now, we learn, they are a partial solution at best.
