Restoration could stanch the bleeding in Colstrip

The Colstrip coal-fired power plant in eastern Montana is surrounded by about 800 acres of coal-ash ponds, from which some 200 million gallons a year seep into the groundwater. In a new report, the Billings-based Northern Plains Resource Council argues for a thorough cleanup of the ponds as the plant prepares to shut down two of its four units by 2022, in part to keep more people working and living in the community.
