Colorado Gov.-elect Jared Polis wants to run the state on 100 percent renewable energy by 2040. He says it’s not a mandate but an aspiration that would reduce greenhouse gas emissions. And that’s good because even towns already on the quest aren’t sure how to meet the goal or what it might cost.
