Montana’s 58 conservation districts are comprised of local boards that implement conservation district law to carry out a variety of natural resource conservation programs, including assisting with future irrigation needs with water reserved for that purpose, administering the Natural Streambed and Land Preservation Act, and planning and implementing local conservation programs.  Grazing districts, by law, manage grazing on land within the district regardless of ownership.

This position assists eastern Montana conservation districts in project development and planning, securing funding sources, and hiring contractors to carry out the projects and provides technical support necessary for conservation districts and, on a limited basis, grazing districts to carry out their lawful duties.

The person in this position will help in the processing of water reservation applications under the direction of the Bureau’s water reservation specialist. Other duties include helping conservation districts with procedures such as elections, budgets, mill levies, personnel, ordinances, open meetings and other administrative duties; and providing training for conservation district board and employee orientation and subject matter training.

The position is intended to have the flexibility to respond to emerging issues and the duties will vary depending upon the situation and the needs of the program.  The employee will frequently encounter situations where standard guidelines cannot be routinely applied or where state or federal requirements conflict or overlap. Individual judgment is regularly required to determine between alternatives, to identify and interpret applicable requirements, and to apply the most appropriate response to individual circumstances.

This position will coordinate with the Helena office to develop and present workshops for conservation districts on a variety of conservation district related topics.  As needed, publications, information for website, outreach programs, and workshops for agencies, conservation districts, industry groups, realtors as requested.
